ADHS-BEMS CON Rulemaking

AFCA Members: It could be 10-20 years before we have an opportunity to effect change as it relates to CON’s. We cannot let this slip through our collective fingers so we need to stay informed and engaged.

The ADHS-BEMS rule-making process addressing ground ambulance CON is ongoing with project completion slated for September 2020. It is imperative for the Arizona fire service to weigh-in on the CON issues which significantly impact the delivery of EMS to the communities we serve. In this regard I’ve enclosed links and information on the current rule-making process. Also enclosed is the schedule for the various components though completion of the project. Please distribute the information and encourage fire service leaders to participate on behalf of their respective agencies.

The Arizona Dept. of Health Services – Bureau of EMS (ADHS-BEMS) has been soliciting stakeholder comment on Article 9 Ground Ambulance CON Rules (9.A.A.C.25). The Article 9 electronic survey closed October 4, 2019. ADHS-BEMS has posted the Article 9 Ground Ambulance CON stakeholder comments and an annotated version of Article 9 with stakeholder and ADHS-BEMS commentary embedded within the document. ADHS-BEMS is requesting stakeholders review the annotated Article 9 document and provide additional comments through an online survey. Article 9 Comments & Annotated Doc The Article 9 comment period is open until November 18, 2019. ADHS-BEMS is also asking for additional stakeholder comment on the proposed Article 10 rules changes (the online survey can be accessed through the Article 9 link above). Article 10 addresses ground ambulance registration, inspections, minimum standards, equipment and staffing. The Article 10 proposed rules change comment period is open until November 18, 2019.
